Summary

Add the option for a basic age field at signup to verify that the person signing up is over X age.

Also implement hard mutes in the admin panel to be applied to any accounts under X age.

Purpose

This will put in basic measures to ensure that users are old enough to use the service.

It will also help ensure that minors don't see 18+ content.
