Summary

When an instance is added to the blocked instances list, and a user follows people on that instance, the user should receive a notification saying that the instance has been blocked.

Purpose

This will ensure transparency between the instance admins and the users. One of the complaints I've heard from a user on another instance is that they were unaware that an instance had been blocked, and just thought that the users had gone quiet.
